Executive Summary
Canadian Medical Assistance Teams (CMAT), in partnership with Humanity First Canada (HF), deployed a WHO/PAHO–coordinated Emergency Medical Team (EMT Type 1 – mobile) to Honduras in November 2020 following Hurricanes Eta and Iota. A 10‑member volunteer team departed Canada on 16 November and commenced daily mobile clinic operations on 22 November on the outskirts of San Pedro Sula. Clinics provided primary health care and emergency care, supported by two mobile medical units and water purification equipment.¹ Operations prioritized hard‑to‑reach and flood‑affected communities, including at least one documented home visit for a non‑ambulatory elder. CMAT aligned with PAHO/WHO and the Honduran Ministry of Health and coordinated public updates and donor appeals throughout the mission.³
Crisis Context
The Russian invasion of Ukraine in February 2022 generated the largest refugee crisis in Europe since World War II, displacing millions both internally and externally. By the end of 2022, an estimated million people were displaced within Ukraine, and million refugees were recorded across Europe. The conflict placed severe pressure on the Ukrainian health system, necessitating the mobilization of international Emergency Medical Teams (EMTs) to support overwhelmed national capacities and address acute health needs in western Ukraine and along refugee transit routes.
Deployment Overview
CMAT activated its response immediately following the escalation of the conflict. The deployment spanned approximately 118 days, from the arrival of the initial assessment team on March 4, 2022, through to the cessation of direct patient-care operations on June 30, 2022. CMAT teams were based in Chelm, Poland, crossing daily into Volyn Oblast, Ukraine, to deliver direct medical care.
