CMAT Communiqué 1 – Hurricane Melissa (Jamaica/ Cuba)

2025-10-29 – SITUATION REPORT #1

JAMAICA: Hurricane Melissa made landfall in southwestern Jamaica (near the parish of St. Elizabeth Parish) as a Category 5 storm, with sustained winds reported up to ~185 mph. Widespread devastation has been reported, including flooding in St. Elizabeth, blocked roads, downed trees, power outages across many parishes.

The Jamaican government had issued evacuation orders for vulnerable coastal and low-lying zones. Key infrastructure has been compromised: airports, hospitals, roads, and utilities are all impacted. The Jamaican Ministry of Health reported activation of emergency operations and need for supplies.

Because the storm was moving slowly and dumping high rainfall totals (15 to 30 inches, possibly more in spots), the risk of landslides and flash-flooding is elevated. The immediate challenges include damage assessment, restoring power and access, sheltering displaced persons, ensuring health and safety.

CUBA: After Jamaica, Hurricane Melissa proceeded toward eastern Cuba. Authorities reported more than 700,000 people have been evacuated in Cuba ahead of landfall. Significant rainfall and flooding in provinces such as Santiago de Cuba and Holguín. Reports of rain exceeding 200-300 mm in some areas, overflowed reservoirs and river basins.

Wind and storm-surge impacts include coastal flooding, large waves (2.5-3.5 m), and structural damage in vulnerable areas. The hurricane has since weakened somewhat (after crossing mountainous terrain) but remains a serious threat in affected zones.

Local statements describe the situation as “extremely challenging” in Santiago de Cuba province, with ongoing rain, damaged infrastructure and isolated communities.

CMAT DEPLOYMENT STATUS

The CMAT Board of Directors met earlier today and discussed the need for potential collaborative deployment.

At this time, there has not yet been a formal call from either of the governments of Jamaica or Cuba for International Support, and CMAT continues to monitor all our channels for updates and needs assessment reports in coordination with the PAHO/ WHO Emergency Medical Teams Coordination Cell.

As you are aware, Hurricane Melissa, a Category 5 storm made landfall in Jamaica causing widespread flooding, infrastructure damage, and major disruptions to healthcare services. Early reports from the Jamaican Ministry of Health and Wellness – Health Emergency Operations Centre in collaboration with the Pan American Health Organization (PAHO) EMT Coordination Cell indicate significant current and emerging humanitarian needs, and potential requests for the deployment of additional Emergency Medical Teams (EMTs) may be made in the coming days when the scope of the need is better understood.
